RECHARGE COLORADO INTERIM BOARD OF DIRECTORS
Recharge Colorado is currently operating under the direction of an Interim Board of Directors. In the first quarter of 2012, the first full Board of Directors will be elected. Based on Recharge Colorado’s bylaws, the Board of Directors will include representatives from utilities (municipal, rural electric, wholesale, and/or regulated), the Colorado Public Utilities Commission, contractors, financial institutions, consumers and the community, the Governor’s Energy Office, and other resource efficiency stakeholders. The Board will oversee Recharge Colorado as it provides services to consumers, businesses, utilities, government entities, and financers in return for fees to generate revenue. Biographies for the Interim Board of Director are included below.

City of Loveland - Technical Specialist

Gretchen Stanford has worked with the City of Loveland Water and Power Department since 2005 after she moved from Vancouver, British Columbia to Fort Collins, Colorado. Gretchen has worked in the marketing industry and served as an Environmental Educator for the Peace Corps in Morocco, Africa. Currently, she manages Loveland’s residential and commercial energy efficiency programs, serves as the Legislative Committee Chairman for the Colorado Association of Municipal Utilities, represents the utility as their Public Information Officer and on their Loveland Downtown Team. She is also part of the 2012-2013 Leadership Loveland class.
Gretchen and her husband met at Elon University in North Carolina where she graduated with a degree in Communications. As a mother of twin two year old boys and one of her many volunteer activities, she spends some of her time as a mentor mom on the Fort Collins Multiples Club.

Navigant - Senior Consultant

Jenny Hampton is a Senior Consultant with Navigant’s Energy Efficiency and Demand Side Strategies team. She has six years experience designing and implementing energy education and marketing programs and brings a background in program management, social marketing and consumer behavior to the Recharge Colorado board. Before Navigant, Jenny spent four years as the Public Outreach Manager for the Colorado Governor’s Energy Office where she directed the design and launch of the Recharge Colorado program under the Ritter administration. Before that, she worked as the Development Director for the Center for ReSource Conservation. Jenny holds a B.S. in Outdoor Recreation, Leadership and Management from Northern Michigan University and is a certified Project Management Professional. Jenny lives in Boulder with her partner Josh, a 3rd grade teacher. They have two dogs: May and Edith.

Colorado Renewable Energy Society - Executive Director

In March of 2010 Tony became the Executive Director of the Colorado Renewable Energy Society (CRES). Prior to joining CRES, Tony was the Manager of Development for Compass Wind and the Director of Renewable Energy Development for Rocky Mountain Farmers Union (RMFU). At RMFU he led renewable energy programs to support agriculture producers develop projects for such resources as wind, solar, small-hydro, biofuels, carbon sequestration and energy efficiency technologies.
He has also worked for Colorado Working Landscapes, establishing a rural network for renewable energy called the Harvesting Energy Network; Rocky Mountain Communities where he established community technology centers serving affordable housing communities; and, for the Colorado Department of Agriculture.
Tony earned a Bachelor of Arts degree in Political Science from Vassar College in Poughkeepsie, NY and a Master of Public Administration from the University of Colorado’s Graduate School of Public Affairs. Tony is a third generation Coloradoan from Denver with family roots in the mining towns of Telluride and Leadville.

Colorado Springs Utilities - Water Conservation Manager

Ann Seymour is the Water Conservation Manager for Colorado Springs Utilities and is responsible for water conservation, business planning, budget and administrative services within the Planning Engineering and Resource Management Department of the Water Services Division. She has been with Springs Utilities for almost eighteen years. Ann has worked at the federal, state and local level on water conservation projects and committees for many years and has shared her knowledge and passion in many different forums.
Ann has over thirty years of horticulture experience including her own award winning Xeriscape landscape. Ann holds a B.A. in horticulture from Utah State University; a B.A. in Geography and Environmental Studies from University Colorado, Colorado Springs; and a Masters in Public Administration from University Colorado, Colorado Springs.

Governor’s Energy Office - Associate Director of Programs

Stacey Simms is the Associate Director of Programs for the Colorado Governor’s Energy Office (GEO). Prior to joining GEO, Stacey worked at the American Lung Association of Colorado where she managed the Department of Energy’s CLEAN CITIES program, a national program working to increase the amount of alternative energy used in the transportation section. Stacey started her career in public service during her three year tour with the Peace Corps, El Salvador. Upon returning to US, Stacey graduated from Regis University in 2006 where she earned a Master’s degree in Management with an emphasis on organizational leadership and project management. Stacey was born and raised in Minerva- a small farming and dairy community in Ohio. She is proud of her 94 year old grandfather who still brokers hay while running a farm equipment shop, and is still an avid supporter of THE Ohio State University Buckeyes. When not putting in long hours at her job, she enjoys snowboarding, hiking, trying exotic foods and traveling the world. Stacey holds a BS in Business Administration from Guilford College and a Master’s of Science in Business Management/Project Management from Regis University.

Colorado Public Utilities Commission - Section Chief

Jeff currently serves as a section chief with the Colorado Public Utilities Commission (PUC), overseeing the monitoring and investigation of “emerging issues” likely to affect the regulation of Colorado utilities in the near future. The Research and Emerging Issues Section helps the Commission anticipate changes in the electric and gas industries, and prepare for the regulatory and policy implications of these changes.
Prior to assuming his current position, Jeff served an advisor to the PUC Commissioners in the area of demand-side management (DSM). That new position on the Commission’s staff resulted from state legislation enacted in 2007 requiring regulated electric and gas utilities to offer energy efficiency services to their customers. In his capacity as the DSM advisor Jeff assisted the Commissioners create gas DSM rules and integrate electric and gas DSM into the business practices of Colorado’s energy utilities.
Prior to his time with the PUC, Jeff was manager of the state’s low-income DSM programs, as part of the staff of the Governor’s Energy Office. Jeff has provided leadership in this area twice in his career, from 2004-2007 and 1984-1995, at which time he played an integral role in negotiating a state-utility partnership that yielded the Energy $aving Partners Program, which has been serving low-income households since 1993.
In between his two stints with the low-income DSM programs, Jeff worked in the philanthropic world, promoting various advocacy strategies for low-income households.
Jeff has a Master of Nonprofit Management degree and Bachelor of Arts degree in Environmental Economic Policy.
